The growth of Mumbai, constrained by its coastline, led to exploring solutions in the late 1960s. Prominent architects identified land across Thane Creek as an alternative to ease Mumbai’s population pressure. The project commenced in 1970 under a dedicated authority to manage planning and development processes. Key nodes like Belapur, Nerul, Vashi, and Airoli emerged, equipped with essential infrastructure services. Notifications from the Urban Development Department facilitated the establishment of a municipal body in 1992. Initially covering 45 villages, the municipal jurisdiction gradually expanded with additional nodes transferred from the authority.

The municipal body implemented various initiatives that enhanced civic amenities and community services. A water-rich dam project ensured an independent and reliable water supply for the city’s growing needs. Waste management relied on advanced landfill methods to create an eco-friendly and sustainable environment. Sewage treatment included recycling wastewater through modern technology for industrial purposes.

Public spaces featured over 225 well-maintained gardens offering leisure and recreational opportunities for residents. Comprehensive healthcare included hospitals, mother and child care facilities, and urban health centers serving local communities. Education expanded through numerous schools and centers for differently-abled individuals, fostering inclusivity and growth. A bus network provided efficient passenger transport, complementing welfare schemes for women, children, and backward classes.
